National treatment (principle)
The Member countries of the Berne Convention for the Protection of Literary and Artistic Works (RBÜ) undertake to grant the same Copyright protection to foreigners as to their own citizens. Reciprocal rights qualifications are not permissible, that is to say the protection may not be made dependent on reciprocal rights.
