Radio and television broadcasters interest group (IRF). The IRF represents the public and private, domestic and foreign radio and TV broadcasters in dealing with their author's and neighbouring rights, in so far as these are subject to the obligatory Collective management in Switzerland. In Switzerland, this applies particularly for Retransmission rights, whereas in the EU these may be dealt with by the broadcasters themselves (Art. 10 of the Cable and Satellite Directive) who have in some cases created their own collective rights management organizations for this purpose (Austria: VG Rundfunk; Germany: VG Media). The IRF has agreed flat rates with ProLitteris, SUISSIMAGE and SWISSPERFORM on a contractual basis with which the authors and Neighbouring rights of its members are settled. This means in particular that in-house productions by broadcasters with Permanently employed staff - so-called "employed works" - are not settled according on a Work by Work basis.
